This examination is open for consideration to all qualified and interested City employees and to the general public, 18 years and older. Position requires typing skill of at least 30 words per minute with 10 or fewer errors. Typing test will be administered by scheduled appointment. Individuals selected for employment will be trained for this position. Previous experience in this field is not a requirement to apply for this position.

POSITION QUALIFICATIONS
An appropriate combination of education, training, course work and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: high school degree, GED or equivalent with demonstrable skill in communications including operating radio and dispatching calls. Demonstrable ability to verbally communicate effectively and distinctly.
Ability to pass a background investigation and reference check concerning work experience, criminal activity, character, trustworthiness and dependability. Applicant must pass a polygraph examination. Ability and willingness to work overtime, holidays and weekends.
Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

DISTINGUISHING JOB CHARACTERISTICS
Under general supervision, dispatches police and fire departments on 911 and other calls, and provides communications support.
ESSENTIAL DUTIES AND RESPONSIBILITIES
To perform this job successfully, an individual must be able to satisfactorily perform each essential duty listed below. Reasonable accommodations will be made for disabled persons, covered by the Americans With Disabilities Act, in accordance with its requirements.
Responds to 911 calls involving crimes, fires, accidents, emergency medical services, traffic problems, and other incidences. Assesses nature of problem, prioritizes call and dispatches police, fire, traffic light, or street personnel. Receives other requests for assistance via security alarm systems and direct contact.
Makes decisions for assignment of Police units in accordance with established procedures.
Provides continued contact and assistance. Monitors radio messages and runs warrant checks, license registrations, social security numbers and telephone numbers for police and other law enforcement officers responding on calls.
Arranges for ambulances, tow trucks, and other emergency vehicles. Contacts off-duty fire personnel for fire emergencies, as directed.
Enters into and retrieves information from LEADS/NCIC systems regarding stolen property, missing or wanted persons, suspects and other information necessary to support law enforcement operations. Runs registration and driver's license check through LEADS, and criminal history checks through CCH.
Types radio logs to record all police radio transmissions, and enters into computer system information pertaining to calls and incidences. Maintains file on all active warrants.
Answers business calls and transfers to requested party. Receives and relays regular and special weather reports. Receives and handles non-emergency calls and contacts. Accepts calls from employees in other city departments informing of absences. Handles miscellaneous public complaints, requests for general information, and other matters.
Receives payments for parking tickets and bonds, records transaction and issues receipt. Balances cash drawer. Releases impounded and towed vehicles to owners upon payment of fee.

WORKING CONDITIONS

The employee normally must be able to converse verbally with the general public, police officers and others, and to hear.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: dispatching procedures; city streets, landmarks and districts; LEADS/NCIC.
Ability to: maintain poise and exercise sound judgment in dealing with stressful emergency situations; enunciate distinctly; learn operation of radio system and general police procedures and codes; develop and maintain effective working relations with associates, police and fire personnel and the general public; maintain confidentiality of confidential and sensitive subject matter; maintain and promote good public relations as city representative; deal with multiple calls simultaneously.
Skill in: verbal communication; listening; establishing call priorities; operation of computer, LEADS/NCIC systems and other job equipment; routine typing.
ADDITIONAL INFORMATION
Eligible List
Applicants who attain a passing score of 70% on the written exam and meet the typing requirement of 30 words per minute (wpm) with no more than 10 errors will have their names on an eligible list. The list will be arranged according to written examination scores from highest to lowest; it will then be used to fill current and future vacancies for 2 years.
Military Credit
Applicants who have been honorably discharged from active duty in the U.S. Armed Forces are eligible for additional credit of 20% on their exam provided a passing score is obtained. Copy of honorable discharge or Form DD214 mustbe submitted before exam. No credit is awarded if proof of discharge is submitted after the examination date.
Residency
Muskingum County and adjacent counties shall be the residency requirements for AFSCME employees. Employees have to be within a 25-mile radius from county courthouse as a requirement for adjacent counties.
