The administrative office secretary / treasurer will report to the Grand Forks County Resource Water District Board (WB). This position oversees all the daily administrative, accounting, and communications tasks of the Water Board. For the right candidate, this position could be either part time or full time. Salary subject to experience. Potential benefits include health insurance allowance, ND PERS, and others.

Skills:
Ability to work independently with little or no need for additional supervision or guidance from the Water Board.
Be detailed orientated and ensure accuracy
Working knowledge or the ability to quickly learn computer programs, including Microsoft Office (Word, Excel, PowerPoint and Access), QuickBooks, and other programs as required by the Water Board
Knowledge of North Dakota State Water Laws, Rules, and Regulations and other legal matters or the ability to quickly familiarize with them.
Strong communication skills, especially with members of the Water Board and the general public.

Duties/Responsibilities:
Attend and keep minutes for all regularly scheduled and special public Water Board meetings
Maintain regular office hours and office space at the Grand Forks Water Resource District office located at 151 South 4th Street, Grand Forks, ND.

Administration:
Complete all Drain Tile Applications to ensure permitting
Coordinate with Water Board Engineer on all drainage complaints, new projects and complete all necessary paperwork
Answer questions from walk-ins and over phone
Prepare announcements for the Grand Forks Herald
Distribute all correspondence to board members
Take minutes of Board meetings
Ensure accurate filings of all hard copy documents (to include electronic file storage when necessary and possible)
Monitor and update vehicle registrations and insurance policies
Monitor and ensure all land leases are up to date
Maintain drain fund accounts and report those balances as requested
Receive and help process water related permit applications and drainage complaints

Accounting:
Enter all invoices and make payments
Complete payroll and make necessary tax payments
Complete W2’s and 1099’s annually
Enter all deposits and code correct funds
Reconcile all bank accounts and credit card statements
Create monthly P&L reports and distribute to the board
Manage annual budget and advise Water Board managers as needed or upon request

Communication:
Advises the Water Board of any concerns and provide regular updates of office tasks.
Publish board minutes and public notices
Maintain Water Board website and post Water Board minutes
Maintain communication between board members, district employees, district attorney, district engineer, Grand Forks County Departments, North Dakota Department of Emergency Management, North Dakota State Water Resource Department, and other contacts of the Water District.
