Job Summary
Position Purpose: The Chief Strategy Officer is a new position to the college and will be an integral part of the executive team helping shape the future of the college. Northland Community and Technical College serves Northwest Minnesota and Northeast North Dakota and is part of the Minnesota State Colleges and Universities. The region has a very strong economic base of manufacturing, aerospace and health care industries. With a decline of enrollment of traditional students, the college aims to attract the many who are working throughout the area through customized training, providing both individuals with the power of education as well as the area business with the talent and skills for successful business, all while advising the economic prosperity of the region. Although not typical to combine external relations, institutional research, workforce and advancement into one position, as a small college this new role will be integral in threading the needle of working with business and industry to advance the mission of the college and the new strategic plan to ensure access to high quality education opportunities for everyone in the region. Working with the new President, the CSO will serve as the key point of contact for external relations by overseeing marketing and communications, building relationships with area business and industry with both customized training and advancement opportunities and driving the strategic plan through data.
The Chief Strategy Officer, working closely with the college president, and other divisions of the institution, directs and oversees all aspects of the college's strategy, including workforce and economic development, research, advancement and external affairs. The responsibilities of the chief strategy officer include the following.
• Oversees all workforce and economic development, fundraising, grant development, public relations, marketing, and research efforts.
• Works closely with the college president, and other areas of the college to identify and develop strategic, entrepreneurial, innovative collaborations that deliver new instructional initiatives and enhanced revenue streams.
• Work with the Director of Workforce Development to understand the future educational needs of area business and industry.
• Coordinate between academics, workforce and the foundation to solicit donations for college programs, equipment, internships, scholarships, etc.
• Oversee the grants and institutional research staff, identifying through research to drive Northland toward its vision, transforming funding opportunities into grants and proposals.
• Serves as the primary public information officer and may be called upon to represent the college president in their absence.
Duties and Responsibilities:
1. WORKFORCE AND ECONOMIC DEVELOPMENT: Lead and facilitate innovate employer partnerships to foster and support the development of new and relevant programming.
A. Serve as the primary liaison for employer relations
B. Define and articulate the vision for workforce engagement and implementation strategies that assure excellence, promote innovation and encourage greater integration of current and future programs.
C. Position the college as a leader in workforce development and corporate partnerships
D. Building on Northlands strengths and capacity for new program development, lead the colleges' efforts to meet the region's current and emerging workforce needs.
E. Work with the Provost and Deans to develop non-credit to credit opportunities with the various divisions within the College to include stackable credentials and prior learning assessment
F. Maintain economic awareness and provide College leadership with on-demand and regular data related to workforce and employment trends at national, regional and local levels
G. Develop and implement quality control systems for the effective delivery of non-credit instruction in a cost-effective manner so as to operate a self-funded unit of the College H. Oversee the development of marketing strategies and outreach processes leading to enrollment and programmatic recognition and growth
I. Develop a workforce training strategic plan for all regionally represented industry sectors and execute an annual operational plan that drives performance
2. ADVANCEMENT: Direct advancement strategies and actions to increase donations and grant dollars
A. Coordinate advancement for the college through oversight of the director of the foundation, grant making and the development of other college revenue streams.
B. Establish and maintain appropriate relationships with current and prospective funding sources in order to create a positive climate for support
C. Develop strategic objectives for the resource development unit of the college
D. Work with college president, administrators, and faculty to analyze and establish resource development needs and priorities
E. Establish performance objectives and evaluation standards for resource development.
F. Design and implement resource development activities in support of the college's strategic plan, financial, innovation, and equipment needs
G. Assist respective foundations board of directors with strategic planning including determining strategies for achieving Foundation goals and coordinating these with the college's strategic plan
H. Monitor the respective foundations compliance with state and federal reporting requirements
I. Collaborate and assist the respective foundations director to develop and administer a planned giving, capital campaigns and other donor programs
3. MARKETING AND EXTERNAL AFFAIRS: Direct marketing and external affairs strategy plans
A. Oversee the director of marketing to ensure a strong strategic enrollment management and marketing plan
B. Assist the foundation in developing and implementing marketing plans, materials and events
C. Develop strategic campaigns focused on specific groups to grow involvement in, and support of, the college
D. Write and distribute materials that communicate the needs and interests of the college
E. Schedule strategic events that target specific groups to grow involvement in, and support of, the college
F. Cultivate and maintain relationships with elected officials, legislative staff and community opinion leaders who will support the college
G. Meet regularly with opinion leaders to ensure that the college is responding to community needs
H. Represent the interests of the college at community and government meetings
I. Serve as the primary public information officer for the college and respective foundations
J. Monitor and analyze changes in federal, state, and local public policy and develop strategies for responding to changes
4. STRATEGIC INNOVATION DEVELOPMENT AND INSTITUTIONAL RESEARCH: Assist in leading innovative strategies to develop and grow the college and programs
A. As a member of the college's executive team, assist in the development of the college's strategic plan
B. Collaborate with workforce, foundation, and marketing division team to develop division and department strategic plans
C. Oversee the director of institutional research and coordinate to identify the strategic needs of the college to determine what needs may be fulfilled through external funding sources
D. Work with president, administrators, and faculty to create strategic innovation processes, plans and policies
E. Collaborate with faculty and staff to create and implement strategic initiatives for the development of new programs
5. HUMAN RESOURCES MANAGEMENT: Exercise supervisory authority so that employees effectively perform assigned job duties to achieve the annual objectives of the division
A. Recruit, interview, and recommend personnel for appointment, promotions, rewards, transfers, disciplines and dismissals in the division
B. Plan and administer the assignment, supervision and direction of personnel
C. Assign, organize, schedule, define, and delegate work assignments to personnel
D. Conduct meetings with personnel for continuous improvement methods
E. Annually evaluate personnel performance
F. Monitor and approve personnel time records
G. Write job analysis, recommend and assist in salary development for all personnel in the division
H. Mediate and resolve division personnel problems
I. Attend supervisory training sessions and communicate needed information to personnel
6. BUDGET DEVELOPMENT AND MANAGEMENT: Develop and monitor respective budgets to ensure that the advancement needs of the college are met. Conduct all budget tasks with the strategic and long-range plans in mind
A. Prepare estimates and establish justification for annual college budgets
B. Prepare requests for budget reallocation to meet needs.
C. Prepare specifications and initiate procurement of equipment and supplies.
D. Prepare specifications and initiate negotiated contracts for services by outside contractors; oversee and coordinate their work; and certify for payment when work is complete
E. Work closely with the college's chief financial officer to ensure accurate financial expenditures, reports and activities
F. Assist the respective foundations in developing and implementing budgets, purchases and expenditures
7. AFFIRMATIVE ACTION: Ensure compliance with the College's Affirmative Action Plan and ensure equitable treatment of all employees and applicants for employment.
A. Assist the Affirmative Action Officer in identifying and resolving problems and in eliminating barriers, which inhibit equal employment opportunities.
B. Demonstrate good faith effort to hire and promote qualified protected group members in goal units where under-utilization currently exists within the division.
C. Take steps necessary to prevent harassment or other discriminatory actions by affirmatively raising the subject, expressing strong disapproval, informing employees of their rights to raise the issues of harassment or discrimination, and making it known that disciplinary action will be taken against employees who engage in any form of discrimination or harassment of other employees, or who retaliate against any other employee filing a complaint, cooperating in an investigation or otherwise participating in any action under the Affirmative Action Plan.
D. Notify the college's Affirmative Action Officer immediately when made aware of complaints of harassment or discrimination, or retaliation, for participation in any action under the Affirmative Action Plan.
E. Maintain currency on language in the Affirmative Action Plan and perform specific duties as may be assigned in the Plan.
Qualifications
Minimum Qualifications:
Education:
• Bachelor's degree in business, higher education, organizational development, technical education or a related field from a regionally accredited college/university
Experience:
• Supervisory experience
• Strategic planning experience
• Grant writing and grant administration
• Successful development and marketing experience
• Understanding of local workforce and economic development environment
• Experience collaborating with academics
• Ability to establish and maintain effective working relationships with faculty, staff, students and with representatives of business, industry and government
Other:
• High knowledge of community advancement, development and public relations
• Knowledge of industry sectors and industry certifications and standards
• Excellent written, oral, and interpersonal communication skills
• Ability to manage multiple tasks simultaneously
• Knowledge of computer spread sheets, presentation software and project management software is needed to complete duties and manage department workflow.
Preferred Qualifications:
• Graduate degree with an emphasis in business, higher education, organizational development, technical education or a related field
• Experience working in a union environment.
