The full-time Human Resource Manager administers a broad range of human resource management functions County-wide to include employee recruitment, staffing, compensation, employee benefits, employment and labor relations in accordance with Federal, State and County employment laws, policies and procedures. Advises employees on various leave requests, investigates and responds to various employment claims and external complaints and prepares and monitors annual department budgets. Evaluates and implements new and revised personnel policies aligning with best practices and complying with employment law. This position also administers the County’s insurance program to include general liability, property, vehicle and worker’s compensation insurance coverages.

Applicants must have a Bachelor’s Degree in Human Resource Management, Public Administration, Business Administration or closely related field with five years of progressively responsible human resource administration experience with knowledge of Federal and State employment laws or any combination of education and experience that provides equivalent knowledge, skills and abilities. It is preferred to have previous experience working with a governing body, experience in public sector human resource administration and possess professional human resource certifications.

The ideal candidate should have knowledge of local government and the department operations, knowledge of labor relations practices and negotiations and strong organizational skills to meet ongoing deadlines.
