Pay Range: $48,000 to $72,000,

General Statement of Duties: This position is responsible for administrative and technical responsibilities within the finance department including utility accounting and billing duties.
Required Knowledge, Skills and Abilities:
• Must have ability and know how to research data and have skills to effectively organize data and present information and recommendations in clear and concise reports.
• Must have ability to read and understand State and local laws regarding statutory requirements for municipal government.
• Must have mathematical aptitude; the ability to understand governmental accounting principles and practices, and the concepts and practical considerations related to budgeting.
• Must have ability and strive to maintain effective working relationships with subordinate employees, staff members, officials, developers, engineers, contractors, and the general public.
• Must have ability and experience to communicate effectively both verbally and in writing.
• Must have ability to work under pressure, prioritize work, and complete sometimes complex and difficult projects in a timely manner.
• Must have significant experience and a good working knowledge of computers and software applications, accounting software and office machinery.
• Must have knowledge of human resources and related functions.
• Must be able to handle confidential personnel matters.
Tasks for the position may include, but are not limited to:
• Accounting functions, including payables, receivables, utility billing, cash receipting, bank reconciliation, general ledger, and portfolio management.
• Assist with payroll, manage utility records, and water meter program, and overall accounting systems.
• Assist with compiling and filing required year end governmental tax reports.
• Coordinate preparation of the Town and Joint Facilities budgets and related matters.
• Assist with coordination of preparation of annual audit by independent audit firm.
• Assist with coordination of human resources and personnel functions.
• Provide clerical and administrative work relating to the business office.
• Coordinate water and sewer plant investment fee determination and collections related to Fraser building permits and maintain EQR reports pursuant to the Joint Facilities Agreement.
• Interpret and administer various documents and contracts.
• Develop and maintain retention procedures, office forms, filing systems and control records.
• Other duties as assigned.

Supervision Received: Reports to the Finance Manager.
Supervision Exercised: No direct supervisory responsibilities. However, the position coordinates directly with other departments.
Certification and Licenses:
• Bachelor’s Degree or two plus years of equivalent accounting experience.
• Considerable administrative experience.
• Must have and maintain a valid State of Colorado Driver License.
